A Notice of Availability for the Draft EIS was published in the Federal Register on August 29 and the Enid News & Eagle on August 29 and September 20-21, 2025.

File 1:  Executive Summary.  This file is approximately 3 megabytes.

Draft EIS

File 2:  Draft EIS. The Draft EIS contains the description of the Proposed Action and alternatives, affected environment, and environmental consequences.  This file is approximately 46 megabytes.

Supporting Materials for the Draft EIS

Detailed ACAM Reports.  This file contains additional air quality analysis supporting documentation, including the detailed Air Conformity Applicability Model reports containing the air emission calculations.  This file is approximately 13 megabytes.

Published Aeronautical Charts.  This link goes to the Federal Aviation Administration's website of published aeronautical charts.

Department of Navy Real-Time Aircraft Sound Monitoring Report.  This file is a Department of the Navy report to Congress, dated November 2021, that addresses the accuracy of the NOISEMAP modeling results versus real-time aircraft sound monitoring.  The report concluded that the approved noise models operate as intended and provide an accurate prediction of noise exposure levels from aircraft operations for use in impact assessments and long-term land use planning.  This file is approximately 3 megabytes.

Noise Management and the Department of Defense.  The Department of Defense has developed a guide on military noise management for communities.  This file is approximately 4 megabytes.
